Phil Jacobs was an ensign on the United States Coast Guard Cutter Restless when it was destroyed. He was rescued by Belgrave Palafox and Naiya'Nal. With Captain Hillgong incapacitated, Ensign Jacobs was the ranking officer among the survivors.
